Julie Elberfeld is a Senior Vice President in Card & Small Business Technology and the Executive Sponsor of Diversity and Inclusion for Technology at Capital One Financial Corporation. Capital One is a diversified bank with 65 million customer accounts worldwide and branch locations in New York, New Jersey, Texas, Louisiana, Maryland, Virginia, and the District of Columbia. Capital One’s subsidiaries offer a broad spectrum of financial products and services to consumers, small businesses and commercial clients through a variety of channels.

Julie joined Capital One in 2010 and is leading large transformational initiatives in payments and partnerships for our Card business. Prior to this role, Julie was leading an initiative to transform Capital One’s mainframe environment as applications and data are migrated from mainframe platforms to the cloud. Julie served as the Divisional Chief Information Officer of Commercial Banking Technology for her first seven years at Capital One. She was responsible for the technology needs of the Commercial line of business, including its Credit, Sales and Servicing, Treasury Management, Capital Markets, Wealth, Operations, and Risk functions. Julie grew her team 15 times over during her tenure in the role, and implemented hundreds of capabilities to build the foundational technology infrastructure needed for a top 10 Commercial Bank.

In addition, Julie is the executive sponsor of Diversity and Inclusion for Technology. She leads the team efforts to focus on building diversity in the tech pipeline, speaking at conferences and colleges, offering bias mitigation training and career development, and supporting national organizations and events designed to enhance diversity, inclusion, and career progression for underrepresented minorities in the tech industry. Julie is the founder of the Women in Tech (WIT) initiative at Capital One. WIT is designed to drive efforts in supporting a more inclusive culture and growth for technical women.

Julie’s career also includes service at Fifth Third Bank, with roles from software engineer to the Commercial Bank Chief Information Officer. She was also an IT consultant to General Electric Appliances and provided support for non-branch retail delivery systems while at US Bank (formerly Star Bank).

A Banking Systems and Technology Elite 8 honoree, Julie is a frequent speaker at national and regional events, published on Medium, and a member of the Forbes Technology Council. She served on the board of the Richmond Technology Foundation and was selected as a 2017 Executive Women in Business Achievement honoree for the Greater Richmond, VA region. Julie has also served as chairperson of the Electronic Bill Presentment and Payment committee of the IFX Forum, and as an Advisory board member of the INTERalliance of Greater Cincinnati, focused on promoting technology education with local youth.

A member of Phi Beta Kappa, Julie is a Summa Cum Laude graduate of Miami University with a Bachelor of Science in Mathematics and graduate studies in Mathematics at Miami University.
